There may be applications for
Level D and some TSDFs who have a Safety Professional on
the Staff. After 25 years of field experience with
Respirators, Chemical Warfare Training, and/or Superfund
if we support the idea of online training,
it is not for everyone there may be some applications for computer
literate persons to get an initial overview and only as
suplemental training.
WHY?
With respirators reason tells us different,
take military operations for instance would you put a Soldier in the
field with a gas mask and an M-16 with online training
not to mention law enforcement or firefigher personnel; for that matter
yourself or employees? Having talked to
former developers of the HAZWOPER standard most of whom
are no longer with the OSHA Agency like Mike Moore as 1990 was long ago.
It appears some have forgotten the purpose.
Therefore don't think that was
the intent of the original standard for there to be
online training for clean-up workers. We recognize change
within the federal agencies to allow the experienced
professional to take online training but it should not
set a precedence for the private sector laborers,
operators, engineers, trades, government officials,
others or change the
original intent of the standard. There are
interpretations out in the USA by OSHA. It is the employers responsibility ultimately
to determine if training is adequate regardless of who
or what methods are used. We can not advise our
valuable clients to allow their employees to be
initially trained
online or for refreshers of 8 hours. Experience shows that new teams can not
function adequately with just online training and even
experienced workers need to demonstrate their skills and
the instructor should if available look at their
respirators and their knowledge of using it and stress
cleaning it and for people to be clean shaven.
Some workers without live training eventually will
become complacent. The other things is the OSHA
required critique of safety past to present, describe
situationsto improve the same, adequately cover medical
surveillance review, and/or rights of workers.
Even some members of management need to hear lectures on
preventing discrimination against workers for exercising
their rights under the OSHAct. The
interpretations advise against it as do we. If you
want Online Training give me a call I'll discuss it with
you and some options. First, we think you should
ask your self or your trainees "Would you bet your life
on it that the online training is adequate for your
employees to deal IDLH atmospheres and physical
stressors.
At this point we may consider some live
training by broadcast with an open teleconference
however it is still in trial phase to give an opportunity
for open questions to the Instructor.

work together with this idea of online training.

training is that if you do live training you have a
better chance to live safely.

TRAINING IS REQUIRED FOR ANY POTENTIAL HAZARDS THAT
COULD RESULT IN SERIOUS INJURY OR DEATH FROM ANTHING
THAT ARE BIOLOGICAL, CHEMICAL, FIRE OR EXPLOSIONS
DANGERS; FAILURE TO FOLLOW THOSE RULES OR YOUR EMPLOYERS
SAFETY PROGRAM COULD RESULT IN DEATH OR SERIOUS INJURY.
Therefore online training is
suplemental to on-going training with your employer or
during the course of your profession and work. However,
we will train online you agree and have been warned that
a competent Industrial Hygienist or other technically
qualified person assists you in the total endeavor, so
you know how to select and use the safety equipment, to
meet the OSHA requirements and get Site Specific Safety
training for the hazards at the workplace.
We also will
consider case by case if you are a documented safety
professional, experienced Journeyman or experienced
Incident Commander, hospital designated emergency
preparedness manager as experts you are then we may let
you prepare with some online 40 hour training and then
take our live HAZWOPER Train the Trainer instructor
professional course.

Online Training for Emergency Response in
Level A, B, or C is available for reading only generally
you must have at least 16 Hours in class hands on there
after. Because it is also near impossible to
train new workers for wearing respirators online.
